“Specific beneficiary of grants” is organization, institution, administrative structure or other relevant body, individually indicated in the operational programme as a sole entity entitled to prepare project proposals and receive grants for particular activity (Council of Ministers Decree 121/31.05.2007 stipulating the conditions and routine for provision of grants under operational programmes co-financed by EU Structural Funds and Cohesion Fund, and PHARE Programme)

OPRD specific beneficiaries are:

- Ministry of Labour and Social Policy / Social Assistance Agency
- Ministry of Labour and Social Policy / Employment Agency
- Ministry of Interior / National Fire Safety and Protection of Population Service”
- Road Infrastructure Agency
- Ministry of Economy, Energy and Tourism
- Executive Agency Electronic Communication Networks and Information Systems
