The Managing Authority of OP Regional Development opens a direct grant procedure under OP Regional Development 2007-2013 and invites the 36 municipalities which are centres of urban agglomerations in their capacity of specific beneficiaries to submit project proposals under Priority Axis 1 “Sustainable and Integrated Urban Development”, Operation 1.4 “Improved physical environment and risk prevention”, scheme BG161PO001/1.4-07/2010 “Support for Integrated Plans for Urban Regeneration and Development”.

The scheme aims at developing integrated urban development plans targeted at a sustainable and lasting solution to the great number of economic, environmental and social problems in the 36 cities which are centres of agglomeration areas.

Specific objectives:

• to identify areas of impact in the 36 cities which are centres of agglomeration areas including a system of interconnected activities aiming at lasting improvement of the economic, financial, social and environmental situation of the urban area and the city as such.

• to develop integrated plans for urban regeneration and development for the relevant areas which will contribute to the implementation of the long-term vision for the development of the city by means of implemented projects in the urban areas and/or in the subsystems in bad condition characterized by negative development trends and/or underdeveloped potential  and by means of attraction and coordinated management of diversified investments and funding from the EU Structural Funds.

• to achieve synergy between existing or updated strategic planning documents for integrated sustainable regional and local development, sector policies, programme documents and structural schemes within the areas of impact.

The scheme is implemented with the financial support of the European Union via the European Regional Development Fund. The projects will be implemented in the 36 municipalities in the Republic of Bulgaria which are centres of agglomeration areas.

Eligible activities:

Development of an Integrated Urban Recovery and Development Plan in the period until 2020.

The individual projects that may be financed under this scheme are subject to the following maximum amount limits:

Under Component 1: Municipalities of the seven major cities which are centres of agglomeration areas, i.e. Sofia, Plovdiv, Stara Zagora, Bourgas, Varna, Rouse and Pleven: 1 000 000 BGN

Under Component 2: 29 municipalities of middle-sized cities which are centres of agglomeration areas: 500 000 BGN

Project proposals shall be submitted at the following address: 1202 Sofia City, 17-19 St. Cyril and Methodius Str.

The Guidelines for Applicants under scheme BG161PO001/1.4-07/2010 “Support for Integrated Plans for Urban Regeneration and Development” implemented under OP Regional Development have been amended!

The Ministry of Regional Development and Public Works announces to the specific beneficiaries, i.e. the 36 municipalities, which are centres of agglomeration areas, under the scheme BG161PO001/1.4-07/2010 “Support for Integrated Plans for Urban Regeneration and Development” that pursuant to Article 34 of the Decree of the Council of Ministers No 121/31.05.2007 and Order No РД-02-14-1661/04.10.2010 of the Head of the Managing Authority of Operational Programme Regional Development 2007-2013, the Guidelines for Applicants and the Set of application documents have been amended as follows:

• The deadline for project proposals is extended until 4 January 2011;

• The advance payment is increased by 35% of the grant amount of the project.

The Guidelines for Applicants under scheme BG161PO001/1.4-07/2010 “Support for Integrated Plans for Urban Renovation and Development” implemented under OP Regional Development have been amended!

The Ministry of Regional Development and Public Works announces to the specific beneficiaries, i.e. the 36 municipalities, which are centres of agglomeration areas, under the scheme BG161PO001/1.4-07/2010 “Support for Integrated Plans for Urban Regeneration and Development” that pursuant to Article 34 of the Decree of the Council of Ministers No 121/31.05.2007 and Order No РД-02-14-2660/22.12.2010 of the Head of the Managing Authority of Operational Programme Regional Development 2007-2013, the Guidelines for Applicants and the Set of application documents have been amended as follows:

• The deadline for project proposals is extended until 21 January 2011;
• The deadlines for the presentation to the MA of OPRD of certain areas of impact and the draft Integrated Urban Regeneration and Development Plans are revised
• The templates of the Application Form (Annex А) and the Project Budget (Annex B) are revised
